Employees are presented according to their respective service location (civil servants) or workplace (employees) of the main and branch offices of a service office. Employees of municipalities and municipal associations whose workplace is outside the respective federal state are not included. In the city-states of Berlin, Hamburg, and Bremen, a separation between state and municipal personnel and thus a comparison with larger municipalities in other federal states is not possible. These are full-time equivalents, so employees are multiplied by their working time factor.
