However, the unemployment rate in its temporal development only partially indicates structural problems in the regional labor market; further information from the labor market is required for this. The merger of unemployment and social assistance benefits as part of the labor market reforms in 2005 initially contributed to an increase in the unemployment rate. The subsequent decline is rather due to a slowed productivity development, the increase in atypical employment relationships, the distribution of work volume among more people, and decreasing labor reserves. There are different variants for the reference size (denominator); here, all civilian labor force participants are chosen as the reference size. Civilian labor force participants include civilian employed persons and unemployed persons. Regionally, civilian labor force participants are not reported at all for small units under 1,000 persons and are reported at discretion for units between 1,000 and 15,000 persons. Therefore, the BA does not calculate an unemployment rate at the municipal level. At the municipal level, the BBSR estimates the civilian labor force participants based on district-level labor force participation and municipal data on the population aged 15 to under 65 years and calculates an unemployment rate for municipal associations based on this. The latter therefore only represent a rough estimate and do not necessarily reflect the actual unemployment rate for the municipal association.

In addition to the overall rate, differentiated values are available for unemployed women relative to female civilian labor force, unemployed men relative to male civilian labor force, unemployed individuals under 25 years relative to the civilian labor force under 25 years, and unemployed individuals aged 55 and older relative to the civilian labor force aged 55 and older. All figures are presented in percentages and allow for analysis by gender and age groups.
